Briefing Materials (BM1-5): issued on September 25, 2001 Urgent Message: POSTPONEMENT of Phase-2/ITQ-4 Workshop Dear ITQ-4 Workshop Participants: As you are aware, during the last couple of days there is a worrying escalation of the crisis as a result of the Sep. 11 tragedy. President Bush has recently announced a US' declaration of "war" against terrorists and thus the movement of US military to/in South Asia and Central Asia. Several countries, including those in Asia, have also been reporting increased security alerts due to some civil unrest and protests/demonstrations. The ITQ-4 Workshop Organizers, including its resource persons, have carefully assessed the security risks, and we consider that our Workshop participants' personal safety should be of paramount importance. In view of the fluid security situation at present, and the legitimate concerns regarding international travel safety and security, we regret to inform you that we will need to postpone the Phase-2/ITQ-4 Workshop planned for Oct. 1-17, 2001 in Penang to a later date. As the conflict areas may spread to different parts of the world causing disruptions and disservice in international air traffic system in the next couple of weeks, there is a considerable risk that the 25 foreign participants and resource persons (out of a total of 39) may be stranded and unable to travel to their destinations as scheduled. It is thus of the best interests of everyone that we make this very difficult decision to postpone the Phase-2 workshop activities in order not to compromise the personal security and safety of our workshop participants and resource persons in this very uncertain situation. On behalf of the ITQ-4 Workshop Organizers and resource persons, we sincerely apologize for the inconvenience of this postponement decision may affect you personally, as well as your organization. We will be communicating again soon regarding the alternative arrangements, including the proposed new dates for the Phase-2 activities which should be made after assessing the security risks and situation during the next one or two months. We hope that despite the Phase-2 postponement, the great momentum that many of you have created through your active participation and enthusiasm demonstrated in the Phase-1 workshop activities could be sustained and even further enhanced. For the time being, please continue with your Phase-1 Workshop activities, and please check on the announcement section on the ITQ Online and/or the Briefing & News Section in the ITQ-4 Workshop Website, for new and updated information on this ITQ-4 Workshop. We would greatly appreciate it very much if you could acknowledge the receipt of this e-mail message soonest but NO later than Wednesday, Sep. 26 at 11:00 pm (Wash. DC time), so we can confirm that you have received this important message.
