Assoc. Prof. Dr. Wan Salihin Wong ABDULAH

Dr. Wan Salihin Wong Abdullah is the Dean of the Faculty of Management and Economics at Malaysia University College of Science and Technology. This University College is situated in the state of Terengganu on the east coast of peninsular Malaysia.

Between 1986 and 1999, he was Lecturer, then Associate Professor and Head of Department of Educational Multimedia at the Faculty of Education, University Technology of Malaysia. At this university, he taught applications of ICT and Multimedia in Education. At the end of 1999, he was offered the post of Associate Professor at Malaysian University College of Science & Technology. Since May 2001, he has held the appointment of Deputy Dean at this University College.

He holds a B.Sc. in Education with specialization in Physics and Mathematics (1984) and M.Ed. (Computer Education) from Washington State of University, U.S.A (1986). His Ph.D. from Loughborough University of Technology, UK, is in the area of application of Expert Systems in diagnosing students' misconception in science. His research interests include the development and evaluation of ICT training modules and the application of ICT in teaching and learning.

Mr. Taufiq ALIMI

Mr. Taufiq Alimi is the Academic Coordinator of LEAD Indonesia Program. LEAD Indonesia Program is one of the LEAD Programs that provides training to mid-career people in sustainable development. As Academic Coordinator he develops curriculum, implements and supervises the training and teaching process. Prior to this, he was a researcher at the Center for Strategy and Policy Studies in Yogyakarta, Indonesia. In this Center he was responsible for analyzing environmental issues from a policy perspective. 

He researched, among others things, the social and economic aspect of a proposal for the construction of the first Indonesian nuclear plant, the possibility of imposing a pigovian tax and tradable permits in Indonesian forest management, and the mapping of Indonesian economic crises and natural resources depletion. Currently he researches the impact of public disclosure of companies' environmental performance on their stock markets. In addition he also develops computer-based modeling game for teaching environmental economics for LEAD Indonesia Associates.

Mr. Alimi is also a freelance columnist, focusing his articles on issues of democratization, environmental economics, and ethics. He has published hundreds of articles in various newspapers since 1988. In 1995-2000, Mr. Alimi taught engineering ethics and environmental economics at the Indonesian Islamic University in Yogyakarta Indonesia. He studied English Literature at Semarang Teaching Institute, and later on nuclear engineering at Gadjah Mada University in Yogyakarta. Later, he studied environmental policy studies at Oberlin College in the United States and became a visiting scholar at the Oberlin College and Vassar College. He also studied Islamic ethics and political science through various courses. He also took courses in Environmental Economics in the University of Philippines at Los Banos in 1998 and 1999.

Prof. Priva "Laura" BRAUNFELD

Prof. Priva "Laura" Braunfeld graduated from the National University of Cuyo in Mendoza, Argentina, as Professor of English and English Literature, and holds a Professional License as Public Translator granted by the Supreme Court of Justice of the Province of Mendoza, Argentina.

Prof. Braunfeld worked for the UNDP Project ARG/71/544 from 1971 to 1978. Since 1978 she has been working at the National Water Institute - Center for Water Economics, Law and Management. She has also worked for the Canada Center for Inland Waters (Canada), the Water Environment Federation (U.S.A.), the International Irrigation Management Institute (Sri Lanka), the International Environment Technology Center (Japan), the "Pierre Auger Project" (directed by Nobel Prize winner James Cronin), and many consulting firms. Some Argentine governmental organizations she has serviced are: Ministry of Economy, Ministry of Public Works, Secretariat of Human Resources and Sustainable Development, Secretariat of Water Resources, National Institute for Agricultural Technology, and International Conference Center.

Prof. Braunfeld participated as translator and interpreter in many international courses and seminars both in Argentina and abroad. In 1999, the Water Environment Federation awarded her a prize in Orlando, Florida, for the outstanding translation into Spanish of the "Glossary on Wastewater Control Engineering".

Ms. Marie-Joëlle BROWAEYS

Ms. Marie-Joëlle Browaeys is Assistant Professor of Cross-Cultural Management and Project Manager in Virtual Education at Nyenrode University. She has been working at Nyenrode University since 1982. She gave courses in business French, communication techniques and intercultural communication both for the postgraduate and executive programmes. 

Currently, she is participating in the development of the Nyenrode e-learning laboratory and in the design of e-learning courses for corporate training. At Nyenrode she has developed seminars and executive training courses such as "Managing Managers" and "Managing People" for (senior) managers. In addition to this she has conducted training-courses and research in cross-cultural management, notably within the International MBA, Masters and Chinese Management Development Programme. She is also Programme Manager for the Rabobank Executive Modular MBA, responsible for course design and delivery. In addition to these responsibilities, she holds an external teaching post as Lecturer for Dutch expatriates at the Royal Tropical Institute, Amsterdam.

She comes from France, she studied first in the Department of Education and Science in Lille (France), receiving a Certificate of Pedagogy and thereafter she graduated (with Honours) at the Faculty of Arts, University of Amsterdam (The Netherlands). Her research field is intercultural relations covering the entire European business field and she is the co-author of several publications on this subject. 

She has been amongst others, the co-author of a book on doing business with the French (1992). In 1996 she held the post of Researcher in Intercultural Management, working for Trompenaars Hampden-Turner (Amsterdam, The Netherlands). In 2000 she co-edited (with F. Trompenaars) a book entitled "Case studies on cultural dilemmas: How to use trans-cultural competence for reconciling cultural dilemmas". She is also involved in Ph.D. research on cross-cultural management.

Ms. Marisa CEREZOLI PEREYRA

Ms. Marisa Cerezoli Pereyra graduated as Systems Analyst from the School of Information Technology of the John F. Kennedy University. She has been the Director of FeNTOS/ICEFe Information Systems Technology Department in Argentina since 1999. From 1992 to date she has been responsible for surveying, analyzing, designing and developing FENTOS' Pension Fund information system. She is the Head of the chair of Information Technology For Managers at FeNTOS-ICEFe Third-level Institute of Entrepreneurial Sciences.

She has provided technical assistance on Y2K and has designed and implemented the new Management Control System of the Pension Fund of the Province of San Juan (Ados San Juan - ARGENTINA).

She has completed a post-graduate course on Project Management of Information Systems at the University of Belgrano in Buenos Aires, Argentina.

Dr. Soon-Fook FONG

Dr. Soon-Fook Fong is a lecturer at the School of Educational Studies, University Science Malaysia (USM) in Penang, Malaysia. Since 1997, he has been a lecturer in Multimedia Computer-Based Education and Biology Teaching Methods. Between 1978-997, he was teaching biology for pre-university students and also served as the senior science master from 1988-1997.

He holds a B.Sc. (Hons) in Education from USM. His M.Ed. and Ph.D. from the Center for Instructional Technology and Multimedia, USM is in Multimedia Computer-Based Education and ICT Instructional Designs and Development. The focus of his thesis was on the effects of animation and feedbacks in CAI on the learning of abstract dynamic concepts among students with different psychological profiles. His research interests include exploring new opportunities with latest ICT technology interventions and linking them to learner psychological styles and characteristics to enhance meaningful learning.

Since 1999, he had been involved in a project sponsored by Intel Corporation and Microsoft Corporation entitled "Intel teach to the future" where he was involved in readapting a module for the Malaysian Educational environment and as a Key Trainer he trained Master Trainers and in turn they will train 12,000 educators by 2003. As a member of the university's CAI committee, he had conducted various ICT in-house workshops for fellow lecturers and offshore workshops on "Pedagogy of e-learning" for lecturers from private institutions.

Between 1993-1999, he was a panel member in the development of a new biology curriculum for the Malaysian Smart Schools. Between 1990 and 1997, he was a key Personnel for Biology at the "O" and "Pre-University" levels, where he assists the State Education Department in organizing and conducting numerous courses for upgrading pedagogical strategies of teaching and learning for all biology teachers.

As a committee member for the Association for Science and Mathematics Education, Penang, he had conducted various ICT-related workshops. He was also a member of a State Committee set up to establish multimedia resource centers in all primary and secondary schools. Through various competitions in educational innovations, he secured for himself and the school many coveted awards such as National Champion for Computer Script Writing and other state awards. For his efforts, he had been recognized by the Malaysian Ministry of Education with an Excellent Service Award in 1993, Innovative Teacher Award in 1996 at the state and national levels and more recently by the School of Educational Studies, USM with the Innovative Staff Award for the year 2001.

Dr. Abebe HAILE-GABRIEL

Dr. Abebe H. Gabriel is the Academic Vice President of Ethiopian Civil Service College that houses the Distance Learning Centre (DLC) - a member of the Global Development Learning Network (GLDN). Between 1987 and 1999, he worked for Alemaya University, Ethiopia, in different capacities: lecturer, dean of students, coordinator of the continuing education program, and planning officer of the university. He taught several courses including economics, project planning and analysis, economic development, quantitative methods.

He holds a B.Sc. (Agricultural Economics), a M.A. (Agricultural and Rural Development), and a Ph.D. (Development Studies). His Ph.D. research focused on the "Development Strategies and the Ethiopian Peasantry: supply response and rural differentiation". His research interests and areas in which he published include economic development and poverty alleviation, entitlement and empowerment, dynamics of rural factor and product markets, technology transfer, etc.

As an academic vice president of the Ethiopian Civil Service College, he would like to help create and strengthen the capacity of the college to design and execute several short-course training programs that would cater to the demands of the civil service in Ethiopia.

Dr. Bashir Ali KHALLAT

Dr. Bashir Ali Khallat, a Libyan national, is the Deputy Director and Chief, Training Division of the Islamic Research and Training Institute (IRTI) of the Islamic Development Bank (IDB), Jeddah, Saudi Arabia. Between 1978 and 1989, Dr. Khallat worked as Director, Research Department, Central Bank of Libya, Tripoli. From 1983 to 1986, he has worked as Executive Director, Arab Monetary Fund, Abu Dhabi. From 1998 to 1999, he worked as Director, Technical Cooperation Office of the IDB and from 2000 to date he has been working as Deputy Director and Chief, Training Division, IRTI of the IDB.

Being Deputy Director & Chief, Training Division, IRTI, Dr. Khallat is responsible for organizing training programs in the IDB member countries on diversified subjects which inter alias include Productivity & Quality Management, Accounting and Auditing Standards for Islamic Financial Institutions, Leadership Development, Human Resource Management, Entrepreneurship Development, Curriculum Development in Technical and Vocational Education, Electronic Commerce and Use of New Information Technology, Sustainable Development, Sustainability Issues and Environmental Impact Consideration in the Planning and Analysis of Agricultural Investment Project, Globalization: Challenges and Opportunities etc.

Ms. Hina LOTIA

Ms. Hina Lotia is a Program Officer at Leadership for Environment and Development (LEAD) - Pakistan, which is a member of LEAD International. LEAD-Pakistan is a non-governmental organization that provides training to mid-career individuals on the issues of Environment and Sustainable Development and is located in Islamabad. In September 1997, Ms. Lotia was involved in a project funded by ActionAid Pakistan to collect data in the suburbs of Pakistan. Between 1999 and 2001 she served as the Program Assistant at LEAD-Pakistan and was recently promoted to the position of a Program Officer.

She holds a M.Sc. degree in Economics from Quaid-I-Azam University, Islamabad, with a specialization in monetary policy and international monetary economics. She wrote her research paper on Pakistan's export performance and the national savings rate in Pakistan. A key member of LEAD-Pakistan's training unit, Ms. Lotia is involved in planning, designing, coordinating and documenting the proceedings of training sessions that LEAD-Pakistan conducts on various themes such as ecology, economy, energy, human settlements and resource use. She is also responsible for maintaining liaison with LEAD International, Associates (trainees) and other partner organizations.

Mr. Santhosh MATHEW

Mr. Santhosh Mathew is the National Executive Director of the LEAD program in India. The Leadership for Environment and Development (LEAD) program, with more than 1000 fellows drawn from 40 participating countries, 13 national/ regional programs and an international secretariat in London, seeks to build and sustain through its training (associate) and support (fellow) programs, a network of leaders from Government, Industry, Media, Academia and NGO's who are committed to promote change toward patterns of development that are environmentally sustainable and socially equitable.

Between 1986 and 1994 he worked in the Indian State of Bihar as an Indian Administrative Service (IAS) officer. His many responsibilities during this period included the design and management of development programs, administration of law and order and coordination between all arms of government at the Sub District, District and State Government levels. 

From 1994 to 2000 he was Professor at India's National Academy of Administration, (LBS NAA, Mussoorie) during which period he conceived and implemented many national and international training programs for civil servants from India and abroad. He has also worked with INTAN Kuala Lumpur, CSC Singapore and the IDS at Sussex in organizing training programs in their campuses.

He holds a Masters degree in Economics from the Delhi School of Economics and has written several articles on governance and development policy. His research interests include citizen empowerment through right to information, water, rural development, economic reforms and poverty reduction. He has in the past coordinated the work of India's Ministry for Rural Areas and Employment (MORAE) (now called Ministry for Rural Development) and UK's Department for International Development (DFID) when designing the DFID-MORAE collaboration project on rural development. 

His other advisory assignments include work for India's Ministry of Agriculture, The Indo-Canadian Environment Facility (ICEF), International Fund for Agricultural Development (IFAD), Council for the advancement of people's action and rural technology CAPART and the World Bank.

Assoc. Prof. Dr. Rozhan MOHAMMED-IDRUS

Dr. Rozhan Mohammed Idrus is a distance education technologist at the School of Distance Education, University Science Malaysia (USM) on the island of Penang in Malaysia. He was appointed as lecturer in 1986 and is now a senior lecturer at the School and was promoted to the post of an Associate Professor in 1994. Between 1987 and 1991, he was the Chairman of the Remedial Sciences Programme at the School and between 1993-1996 was the Deputy Director for Productions.

He holds a Ph.D. from the University of Salford, United Kingdom in Physics with a focus on thin film fabrication and characterization. His research interests include Physics education, ICT-based pedagogy, quality management, and distributed learning.

He has also been trained in various aspects of distance education such as Module writing from Murdoch University, Australia (1986); Instructional Design from the Open Learning Institute in Vancouver, Canada (1987) and in Planning and Management from the International Extension College and the University of London in the United Kingdom (1995). He is also a trained trainer in Total Quality Management (TQM) with a Certificate from the National Institute of Public Administration, Malaysia in 1994; trained in Performance Management (USM, 1995), Workshop on Using Communications Network in Supporting Distance Education Students and Tutors (1997), Internal Audit ISO 9000 (1998), Workshop on Quality Assurance in Distance Education (1999) and EMS ISO 14001 (1999).

Apart from being an in-house trainer, Dr. Rozhan has conducted many training workshops on the art of module writing such as for CELCOM (1995), Universiti Teknologi Malaysia (S.P.A.C.E.-1997), SEAMEO-RECSAM (2000). He was also appointed as the In-Country researcher for the Commonwealth of Learning under an ODA Project in 1997 and was a Visiting Scientist to CARE, Bangladesh (2000) under the Use of Distance Learning Strategies in Farmer Training in the LIFT and SHABGE Projects.

Dr. Yassin MSHANA

Dr. Yassin Mshana is the Training Coordinator of the Tanzania Distance Learning Centre (DLC), which is a member of the Global Development Learning Network (GDLN). He is a member of the Association of Teachers and Lecturers (ATL) in UK, Associate Member of the Institution of Mechanical Engineers (UK), a Registered Engineer and a Member of the Institution of Engineers, Tanzania.

Prior to joining Tanzania DLC, between 1999 and 2000, he was a Manager of the African Virtual University (AVU) project at the University of Dar es Salaam, Tanzania where he was the main contact between AVU Headquarters in Washington and UDSM site. Between 1995 and 1997 he worked as a locum teacher and tutor in Design and Technology in UK. In his last engagement he was the Head of Engineering and Technology Department of SEEVIC College in London. 

From 1989 to 1994 he was a Teaching Fellow and Research Worker at the City University of London where he acquired his interest in the application of Information and Communication Technology (ICT) in engineering. Dr Mshana has undertaken consultancy and management of various projects during the period of "ICT revolution" (1985 - 1998).

Dr. Mshana holds a Ph.D. from the City University of London (UK), Masters degree in Technology from University of Manchester Institute of Science and Technology (UK), and a BSc. in Mechanical Engineering from the University of Dar es Salaam. In 1996 he obtained his Postgraduate Certificate in Education (PGCE) from Roehampton Institute, University of Surrey (UK) where he specialised in teaching Design and Technology. He has worked at the University of Dar es Salaam as a tutor and then a lecturer in Mechanical Engineering.

Ms. Constance NETHA-MANN

Ms. Constance Netha-Mann is a Programme Officer of the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI). The MEFMI Secretariat is responsible for capacity building in critical areas of economic management within the region. MEFMI's headquarters is located in Harare, Zimbabwe. 

MEFMI, which was established in 1994, has ten sub-regional member countries (Angola, Botswana, Lesotho, Malawi, Namibia, Swaziland, Tanzania, Zambia and Zimbabwe). Ms. Netha-Mann joined the MEFMI Secretariat in 1999. Her main focus is training and capacity building in the areas of macroeconomic management. This involves identifying specific training needs in thematic areas of macroeconomic management and related areas, designing courses/workshops/seminars and preparing training materials, as well as monitoring and evaluating these activities.

From 1992 to 1999, she was senior research officer at the Bank of Namibia. Her responsibilities were compilation and analysis of balance of payments data as well as providing policy advice on external sector developments. In addition, she was involved in identifying training needs for staff development. From 1982 to 1987 she taught English at Caprivi Secondary School and Teachers Training College in Caprivi, Namibia. Ms. Netha-Mann holds a Masters Degree in Economic Development from Williams College, USA; a Bachelor of Arts from the University of the North, South Africa; and a Bachelor of Education from the University of Namibia.

Ms. Malene NIELSEN

Ms. Malene Molding Nielsen is a Monitoring and Evaluation (M&E) Officer in the headquarters of the United Nations' World Food Programme (WFP) in Rome, Italy. As an M&E officer she is working in the Office of Monitoring and Evaluation (OEDE) where she assists in providing normative guidance to WFP field staff world wide. She is working on OEDE's M&E training strategy and programme that will be launched in the second half of 2002 and on OEDE's information bulletin "The Indicator". Between 2000-2001 she worked with WFP in Dhaka, Bangladesh as a programme officer in a Management Information section.

From 1999-2000 she was teaching anthropology, in particular, anthropology of Eastern and Southern Africa, at the Institute of Anthropology, University of Copenhagen, Denmark. Besides teaching at the University of Copenhagen she was occasionally teaching at Folke Universitetet, an adult learning organization also in Copenhagen. Between 1995-1996 she was working for an NGO, The Rescue Dada Center, a rehabilitation center of young street girls in Nairobi, Kenya where she, amongst others, carried out an anthropological research project on street life and survival in urban Kenya.

Ms. Nielsen holds a Masters Degree in Anthropology from the University of Copenhagen that she obtained 1998. Her interests include, cognitive anthropology, learning, urban poverty, development and M&E.

Ms. Antonella PASTORE

Ms. Antonella Pastore is chief information architect and online editor at IKONOS New Media, an international company with headquarters in Rome and Washington DC, targeting education, research, development and communication institutions in emerging markets, which are willing to adopt and effectively integrate new media technologies in their training and e-publishing programs.

At IKONOS, she has contributed to major online and offline projects as well as in consulting for international organizations seeking advise on their online communication ventures (UNEP Convention on Biological Diversity, IFAD, FAO Department of Fisheries among others). Her main areas of activity are information architecture (i.e. content organization and navigation design), content analysis, development and management, and project management. She contributes regularly to IKONOS' training programs by developing competency based training modules in areas of information and communication technologies.

She has a multidisciplinary background in linguistics and corporate communications. She holds a Translator's diploma in English and French and a degree in English Language and Literature from Instituto Universitario di Lingue Moderne, Milan.

After starting her career as an account officer for an international PR and corporate communications agency in Rome, she progressively moved to acquiring fresh skills in new media communication first with a master's degree in Multimedia Production at ISC, Milan and in close collaboration with IKONOS.

Ms. Pastore is also one of the founding members of Master New Media, a non-profit organization serving the global community of communication managers utilizing digital media for knowledge development and education. She is an Advisory Board member of the International Society for Improving Training Quality, as well as online editor and volunteer coordinator for the Society's online Knowledgevortal, isitQ.org.

Ms. Marian READ

Ms. Marian Read is the Senior Monitoring Officer in the Office of Evaluation at United Nations (UN)/World Food Programme's (WFP) headquarters in Rome. Between 1997 and 2001, she was the WFP Regional Programme Advisor covering eight countries in the Horn of Africa and Great Lakes Regions in eastern Africa. 

From 1994 to 1997, she was the WFP Advisor for the Country Programme, Emergency and Refugee Operations for Kenya, based in Nairobi. During the 1991 to 1994 period, she was the WFP Advisor in Dhaka, Bangladesh. From 1985 to 1990, based in Nairobi, she was the WFP Project Officer assigned to Kenya and the southern Sudan programmes. In the early 1980s, she was the Development Officer for the Canadian International Development Agency (1981-1984) based in Ottawa, Canada, responsible for projects in the Caribbean.

She holds a B.A. degree in Development Studies and History from Trent University, Peterborough, Canada. As a Regional Programme Advisor she provided a range of guidance and advice to colleagues based in eastern Africa on topics such as: vulnerability analysis, project planning, gender, monitoring and evaluation and training. 

She focused on humanitarian operations including refugees and displaced people and development programmes in the fields of disaster mitigation, food security, primary education and nutrition and health. She has frequently used a participatory training method called 'Visualization in Participatory Programmes' (VIPP) to train staff. She has facilitated workshops for WFP staff working in complex emergencies in southern Sudan, Somalia, and Burundi, where participants were encouraged to learn from each other. 

Since September 2000, in the Office of Evaluation, she has assumed a normative function vis-à-vis project monitoring systems for WFP worldwide. In this position, she has prepared WFP's monitoring and evaluation policy and related guidance materials. Shortly, these materials will be posted on WFP's "Global Office" - an intranet site and CD ROM - for use by staff in over 70 offices in Africa, Asia, Latin America and the Balkans.

Dr. Khalid SAMO

Dr. Khalid Samo is currently the Deputy Dean of Graduate Studies, University College of Sciences & Technology Malaysia (KUSTEM) in addition to being a member of the Institute of Oceanography and the Faculty of Science of Technology at KUSTEM. He started as a tutor in 1981 at KUSTEM (previously under the Faculty of Fisheries and Marine Science, Universiti Putra Malaysia). He is a member of American Acoustical Society and an Associate Member of the Society of Naval Architects and Marine Engineers. From March 1999 until September 1999 Dr. Samo undertook his sabbatical leave at Cheju National University, South Korea. 

At KUSTEM he has contributed towards the development of the faculty and has involved directly as a resource person in the Multimedia in Education Workshop, held at KUSTEM. Dr Samo's research interest focuses on underwater acoustics and he has had some training in 1985 and 1989 in Ship Electronics and Instrumentation at Japan Radio Company, a major manufacturer of electronic instruments for ships. A computer user since the era of mainframe computers, Dr. Samo has been following the development in computer technology and operating system through DOS, Win 3.1, Win 95 and now Win 2000. He is knowledgeable on computer hardware and network. 

He holds a B.Sc. degree in Fisheries Science from Plymouth Polytechnic Ghana and a MA degree in Ship Production Technology from the University of Strathclyde, Glasgow. His Ph.D. research focuses on underwater telemetry where he finally designed a telemetry system for use by divers. During his graduate research he gained sufficient experience in computer programming using BASIC and Assembly languages. His present research interest concerns fish stock assessment using hydro-acoustics and target strength of live fish. His interest in computers started when they became multimedia tools for education, research and infotainment.

Dr. Zarina SAMSUDIN

Dr. Zarina Samsudin is the Deputy Director and Lecturer at the Centre for Instructional Technology and Multimedia (CITM) at University Science Malaysia. She is an active academic member who has been involved with computers in educational activities since 1986 while pursuing her postgraduate studies in the United States.

She was appointed Chairperson of CITM's Continuing Education program that offers training activities to students, schoolteachers, university lecturers, government officials and private sectors through programs conducted at CITM. She has coordinated and conducted programs to cater to the demands and needs on topics such as Training in IT and Use of IT for teaching and learning purposes for a variety of clients in the government and private sectors. She has been teaching computer-related courses over a period of 12 years. Types of courses included instructional technology, media production and software application skills.

She has been appointed as consultant to numerous agencies for the set-up of teaching and learning facilities such as for Petronas Technology University's IT Department. She is currently working in a team coordinating and conducting a one-year training package for MARA's Institute of Chemical Engineering Technology lecturers.

Mr. Jemal Shoa is currently the Head of Department of Management Studies in Ethiopian Civil Service College which is located in Addis Ababa. Between 1982 and 1988, he was a Manpower Development and Training Expert with the National Water Resources Commission. From 1989 to 1995, he served as Dean of Students and Head of Administration and Finance at Water Technology Institute in southern Ethiopia. Mr. Shoa has been Lecturer and Head of Department of Management Studies since 1996.

Datin Assoc. Prof. Dr. Rashidah SHUIB

Dr. Rashidah Shuib is the Coordinator of the Women's Health Development Unit located in the School of Medical Sciences, University Science Malaysia (USM). The Unit is the first of its kind in a medical faculty in Malaysia and Dr. Shuib is responsible for its establishment. The Unit focuses its work on Research, Education and Curriculum Development, Training, Advocacy, Dissemination and Information activities in women's health and gender issues. Its vision is to be an Academic Centre of Excellence in women's health and gender whilst establishing a strong linkage with the community, particularly with the women NGOs.

Dr. Shuib's activism in women's health and gender issues at the local, national and international levels has given her the opportunity of bringing back into the academia recent work in the area. She has served as a member of the International Women's Advisory Panel of the IPPF (International Planned Parenthood Federation) from 1995 to 1999. Currently she is also a member of the Gender Advsiory Panel (GAP) of the Department of Reproductive Health, WHO. 

Prior to joinng the Medical School, Dr. Shuib was the Deputy Director of the Educational Technology and Media Centre of the University Science Malaysia. She also had the experience of working as an Administrator (Public Relations) with the Urban Development Authority from 1976 to 1977.

Her tertiary academic background begins with a BA (Hons, 2nd Upper) in Mass Communication from University Science Malaysia. Her MEd in Educational Communication and Technology is from the University of Hawaii, USA, funded by the Fulbright-Hays scholarship. She then pursued her Ph.D. from the Michigan State University under the University Science Malaysia Academic Staff Training Scheme (ASTS) majoring in Educational Systems Development with a focus in Instructional Development (ID) and Evaluation. 

Her expertise in ID was tapped for the development of self-directed teaching-learning materials of the Matriculation programme of the University and also for the development of modules for the Distance Education programme of the University. When she moved to the Medical School, Dr. Shuib joined the Department of Medical Education and was involved in the Schools' curricular matters, including helping to run various faculty development workshops for the academic members. This expertise has come in useful in her work now with the NGOs. 

Her current research has been in women's health with funding from international organisations as well as from the Malaysian government grants. Recently she was awarded the CICHE from the British Council for the advancement of the Unit. This will span three years.

Mr. Stephanus Eko WAHYUDI

Mr. Stephanus Eko Wahyudi is the Director of Center for Computing & Multimedia Studies, Surabaya University in Indonesia. His responsibilities include managing computing facilities for the students in the University, coordinating research related to computing conducted by the lecturers and also managing multimedia and web development projects. To utilize computer laboratories free time, he also designed and arranged some Information Technology (IT) related training for students and industries.

As a lecturer in the computer science department, he teaches Web Development and Multimedia Classes. Mr. Wahyudi has a lot of experience in dynamic web sites development using ASP/PHP, and also in multimedia application development using Macromedia Director. Since 1998, he has developed some portal/web site for some industries. He is also interested in utilizing computer and the Internet as an alternative teaching and learning media. To gain knowledge about distance learning, in 1997 he participated in Tele-Ed Asia held in Kuala Lumpur, Malaysia.

Mr. Changbo WANG

Mr. Chengbo Wang is Chief, Division of Training and Program of the National Training Center for Executives in Poor Areas of China (NTC). He is mainly responsible for NTC's curriculum development, training activities arrangements and cooperative projects both at national and international level. Since 1995, he has been involved in the Leadership in Environment and Development (LEAD) - China Program and in 1997 he became a Coordinator in charge of the implementation of training and coordination with the Chinese governmental sectors, etc. From 1985 to 1988, he worked as an agronomist for Hunan Agriculture Bureau engaged in the new agro-technology innovation and extension.

He is now the Ph.D. candidate in Environmental Economics in Renmin University of China. He got a B.Sc. degree in Agronomy from Hunan Agricultural College and M.S. degree in Biology from Beijing Agricultural University. Dr. Ronny Adhikarya is presently Senior Training Officer at the Knowledge Networks and Distance Learning Division (WBIKL) of the World Bank, in Washington D.C., USA. He is also Manager of the World Bank Institute (WBI)'s Knowledge Utilization and through Learning Technologies (KULT) Program. 

Prior to joining the World Bank, he served for 15 years for the United Nations/Food and Agriculture Organization (FAO) in Rome, Italy, as a senior-level specialist in charge of extension, education and training methodologies. During his assignment with FAO, he worked with a wide network of training/educational institutions and development specialists in many developing countries where he was involved in training, education, and communication programs in the areas of sustainable agricultural development, environment, population, health/AIDS prevention, etc. He also pioneered FAO's electronic publishing activities and advocated the applications of micro-computer technologies in agricultural extension and training.

Dr. Adhikarya received his Master's degree in 1972 from Cornell University and obtained his Ph.D. degree in communication from Stanford University, USA. He served as staff researcher and Fellow at the East-West Communication Institute, Hawaii; Visiting Professor at University Science Malaysia; research staff at the Institute for Communication Research, Stanford University, and also as consultant to various United Nations and other international agencies. He is a member of international advisory boards/committees of several development organizations and educational/training institutions.

During his more than 29-year career in international development, Dr. Adhikarya has worked and/or resided in 37 countries worldwide. Originally from Indonesia, he was an award-winning journalist in that country before he started his international development career. He has written eight books (two of which are available in electronic/PDF computer diskette and CD-ROM versions) on communication, extension and non-formal education subjects published in Germany, Italy, England, USA, Singapore and Malaysia.

Dr. Shanthi is a lecturer and Chairperson in the Film and Broadcasting Programme in the School of Communication, University Science Malaysia (USM). Her main research interests are focused on women, children and television as well as media literacy. Dr. Wiboon BOONYATHAROKUL

Dr. Wiboon Boonyatharokul is currently an Associate Director of the Office of Extension at the Asian Institute of Technology (AIT) in Bangkok, Thailand. Since joining AIT in 1987 he has been assigned to direct and supervise Agriculture and Infrastructure Development and Management as well as Rural Development Units of the its former Continuing Education Center (CEC). Each year he is responsible for developing, implementing and supervising of 15-20 international training courses with total training duration of 60-80 training weeks. All the course fees and participants expenses were paid by international donors such as Danida, GTZ, JICA, SIDA, USAID and ADB, World Bank fund for development projects. The subject areas of the training include agricultural development and management, planning, design and management of irrigation and water resources development projects, and on various aspects of rural development. He also serves as Affiliate Faculty in the School of Environment, Resources and Development of the Institute and teaches few topics in irrigation and water resources subjects.

Before joining AIT he was the Chairman and Associate Professor in the Department of Irrigation Engineering at Kasetsart University. Mr. Canali De Rossi is Chief Executive Officer (CEO) and Interaction Designer of IKONOS New Media (since 1988), a training, consulting and multimedia production company with offices in Rome (Italy) and Washington (USA). IKONOS' main areas of interest include training and consulting on new media, design interaction, on-line promotion and marketing for information-based organizations and services. Among its main clients are UNEP (United Nations Environment Program), FAO of the United Nations, ILRI (International Livestock Research Institute), the University of Rome and the European Space Agency. He is also a member of ISOC (Internet Society), as well as President of Master New Media, a non-profit organization serving the global community of communication managers utilizing the new digital communication media.

Mr. Canali De Rossi is a multimedia professional with over 18 years of training and extensive multi disciplinary experience in all major communication areas utilizing media technologies. His experience includes major appointments with leading companies and organizations in radio broadcasting, television, graphic design, photography, publishing, film video, sound recording, music scoring, and information design and architecture. He is also a new media expert whose work includes research, development and training projects utilizing communication technologies in new ways. The work he has produced spans from Internet Websites, to interactive CD-ROMs, image libraries, simulation and training tools.

Mr. Canali De Rossi holds a BFA degree (magna cum laude) in Experimental and Multidisciplinary Arts from San Francisco State University with focus on Audio, Video and Film Directing. In this specific field, he has served as Identity Producer for Italian Networks Canale 5, Retequattro and Italia 1, as well as for RAI 2 as information design director for the news. He has produced several animated opening titles for national television channels as well as entirely computer generated TV advertisements and news documentaries. He has also produced music video clip as well as many national station breaks and promo songs. He is fluent in Italian, English, Spanish and French. Mr. Canali De Rossi was a participant in the World Bank Institute's 2nd Trainers Workshop on Improving Training Quality (ITQ-2) through Peer Learning and Distance Mentoring, and served as Associate Coach during the ITQ-3 Workshop.

Mr. Voravate "Joe" Chonlasin is a Senior Program Associate in the Business Development Unit, Office of Extension, at Asian Institute of Technology (AIT) in Bangkok, Thailand. He is also responsible for planning, management and execution of international training programs and activities. Mr. Chonlasin joined AIT in 1990-1993 as Program Assistant in Agriculture & Water Resource Development Program and rejoined the same program as Program Associate in 1994-1995. He has conducted more than ten training programs and seminar-cum-study visit programs in the area of water resource management, agriculture development and rural development planning. During 1995-1997, he also worked as socio-economist and project coordinator in a consultancy company which conducted eight socio-economic studies and project analyses for irrigation, flood control and initial environmental examination projects funded by government agencies in Thailand.

Mr. Curatella has over 5 years of academic training experience in the area of computer graphics, multimedia design, web design, and advanced programming languages. He has been Program Manager of the Master in Computer Graphics of the Quasar Institute in Italy as well as lecturer to the European Institute of Design, the Istituto Superiore di Comunicazione in Rome and to many major universities and ICT institutes in Italy. He has also been a principal professor for the European Community Master in Multimedia Library and Historical Documentation program.

Mr. Curatella is a computer graphics expert, with extensive experience in the fields of animation, three-dimensional modeling and visualization. Dr. Steve Downey is a Research Fellow at the National Center for Supercomputing Applications (NCSA) located at the University of Illinois where he currently is developing a next-generation, comprehensive, e-Learning environment for use in public and corporate education. Dr. Adnan Hussein lectures at University Science Malaysia. Currently he is the Deputy Dean, School of Communication, University Science Malaysia (USM) in Penang, Malaysia. He is actively involved in the implementation of the USM campus-wide computerisation programme. He sits on the editorial board for various journals including Kajian Malaysia (Journal of Malaysian Studies) and Jurnal Kemanusiaan (Journal of Humanities).

Dr. Yoke Lim Khor is an Associate Professor and the Deputy Dean of the School of Communication, University Science Malaysia. She is concurrently the Chairperson for the Higher Studies Programme in the School of Communication and has spearheaded the introduction of three new graduate programmes within the last three years. She obtained her M.A. in Communications from the University of the Philippines and Ph.D. in Sociology from University Malaya.

Her research areas include the promotion of health issues, communication and ethnicity, appropriate water usage and agriculture. She has served as consultant to several national and international agencies such as the Food and Agriculture Organization (FAO) of the United Nations where she was sent on missions to train agriculture officers on Strategic Extension Campaign in Thailand, Philippines, Sri Lanka, China and Malaysia.

Captain Derek H. W. LYE

Captain Derek Lye has been a lecturer and trainer in the Singapore Maritime Academy, Singapore Polytechnic since 1983. He started his seafaring career in the Merchant Marine as a Deck Apprentice in 1965 and finally went ashore in 1981, after obtaining his Class 1 (Master Mariner) Certificate of Competency from the Ministry of Communications, Singapore. 

Captain Lye served the Republic of Singapore Navy from 1969 to 1976 during which time he underwent two years of naval training with the Royal Canadian Navy in British Columbia, Canada. He commanded three vessels during his naval service. In the maritime industry ashore he worked in Marine Insurance Surveying, Sea Trials, and Offshore Supply Operations before joining the teaching profession. Presently, he lectures in Maritime Meteorology and Coastal Navigation.

Captain Lye has been involved in the World Bank Institute's (WBI) International Workshop on "Improving Training Quality (ITQ) through Peer Learning and Distance Mentoring" since 1998, first as a participant and subsequently as a Coach. He also coached in WBI's 1st International Workshop on Applying Interactive Learning Technologies (ILT-1): Practical Tools for Improving Training Quality in 2000.

Ms. Nina Mapili is an independent consultant specialized in international training, facilitation and business linkages. She has been HRD consultant to the Chairman's Office of the Southern Africa Initiative of German Business (SAFRI) since 1998, where she developed and runs a series of workshops designed to support regional integration through the exchange of export-related skills. These workshops bring top executives of German companies active in the region together with "new generation" entrepreneurs from Southern African countries. Using the framework of the SADC Quality Model, the workshops place special emphasis on the concept of "Organisational Performance Excellence".

From 1993 until April 2000, Ms. Mapili managed the Centre for Infrastructure Planning at the University of Stuttgart, in Stuttgart, Germany. The Centre is a central facility of the University of Stuttgart, and offers a master's course in infrastructure planning for experienced professionals from developing and threshold countries.

Ms. Mapili attended Arizona State University in Phoenix, Arizona, and the University of Stuttgart, earning professional degrees in Architecture and Urban Planning in 1980 and 1985 respectively. Parallel to her other activities, she has worked as an architect from 1980 to the present, first in the USA, then in various offices in Germany. She has conceived of, organized and facilitated numerous international conferences, short courses, workshops, symposia and roundtables, both in Germany and in many countries of Southern Africa. Ms. Mapili was a participant in the World Bank Institute's 3rd Trainers Workshop on Improving Training Quality (ITQ-3) through Peer Learning and Distance Mentoring,

Ms. Mapili is currently president of the International Society for Improving Training Quality (ISITQ).

Dr. Sanjaya Mishra is presently a Programme Officer at the Commonwealth Educational Media Centre for Asia (CEMCA), based in New Delhi, India. He was a Senior Lecturer at the Staff Training and Research Institute of Distance Education at the Indira Gandhi National Open University (IGNOU) of India from 1996 to 2001. Dr. Mishra coordinated the IGNOU's course on Communication Technology for Distance Education offered to students of Postgraduate Diploma in Distance Education. He had also served IGNOU as Assistant Regional Director at one of its Regional Centers for three years from 1993 to 1996. Recently he developed the prototype of the Online Learning Centre (http://www.rronline.org) of the Certificate Programme on Resettlement and Rehabilitation - India's first Social Science Online Programme offered by IGNOU. 

Dr. Mishra specializes in educational applications of Information and Communication Technologies (ICTs) including Web-based Learning and Multimedia Courseware Development (using Macromedia Director).

Dr. Mishra holds a B.Sc. degree from Sambalpur University, India and his M.L.I.Sc, M.Phil in Library and Information Science, Ph.D. in Library and Information Science degrees from the University of Delhi, India. He has also a Master's degree in Distance Education from IGNOU and a Post-Graduate Diploma in Television Production (PGDTVP) from the University of Hyderabad, India.

Prof. Dr. Ramli MOHAMED

Dr. Ramli Mohamed is Professor and Dean of Graduate Studies at the University Science Malaysia (USM). He started his career as a Lecturer in 1976 and became an Associate Professor in 1985. He was promoted to the position of a Professor in 1994. 

Dr. Ramli is the founding Dean of the School of Communication, a position he held for more than six years. Since 1985, Dr. Ramli has produced several publications (books, chapters in books, and journal articles), research reports, conference/seminar papers, consultancy projects, and has been appointed an External Examiner of doctoral and masters dissertations/theses as well as an External Assessor for promotion exercises of several Malaysian universities. For his distinguished service to USM, he was honored with the Pingat Kelakuan Terpuji (Distinguished Conduct Medal) by the Governor of Penang, in 1994.

Dr. Ramli also works as a consultant to various international and national organizations. Since 1984, he has served as a consultant to the Food and Agriculture Organization (FAO) of the United Nations where he was sent on missions to train agriculture extension officials and field workers in Thailand, Sri Lanka, Zambia, Malaysia, Uganda, Malawi, Jamaica, Dominica, Jordan, Egypt and Italy on the need to transfer agriculture technology to target beneficiaries through a more systematic, demand-driven and cost-effective approach, i.e., through Strategic Extension Campaign (SEC). He also lectured for several years on SEC at the Asian Institute of Technology (AIT), Thailand.

He received his Ph.D. degree in 1983 from the University of Hawaii where was also awarded a fellowship from the East-West Center for his doctoral studies (1981-83) and for a research project on "Communication Policy Planning at Institutional Level" (1978-79). Supported by a UNESCO Fellowship, he studied at the University of Wisconsin and obtained an M.Sc. degree in Agricultural Journalism in 1976.

Dr. Mohammed Zin NORDIN

Dr. Nordin has been a lecturer at the School of Communication, University Science Malaysia since 1993. He used to be the Programme Chair for the Persuasive Communication Section and currently the Dean of the School of Communication. Presently, he has been given the responsibility to head the university's Corporate Communication Section. Concurrently, he has been hired as the local communication consultant by a major organization from Denmark and other various local agencies.

He holds a BA (Hons) from the University Science Malaysia. He earned his M.Sc. and Ph.D. in Mass Communication from the University of Wisconsin-Madison, USA. He also has a teaching certificate obtained in 1980. In the past five years, he has conducted more than 5 awareness campaigns on various issues, gave numerous informational talks and involved in personnel training on communicative behavior.

Dr. Andrew WADSWORTH

Dr. Andrew Wadsworth is currently working as a research associate with the National Center for Supercomputing Applications (NCSA) at the University of Illinois. He is responsible for the coordination of a new research and development team investigating knowledge management and learning systems for education and training. Dr. Wadsworth recently worked as coordinator of HRE Online -- a graduate degree program in Human Resource Development offered entirely online.

As a graduate student, he was responsible for the development of a course titled, "Instructional Technology for Education and Training", both online and face-to-face. He was also responsible for the formation, direction, and supervision of the Web Technology Group, a multimedia development team of over forty specialists who design content and resources for Web-based courses, distance education, and graduate credit courses. 

As a coordinator for Distance Learning at the University of Illinois, he has assisted many professors in the design and development of course content across all disciplines. Dr. Wadsworth has lead support efforts for courses delivered using interactive video, audio and computer conferencing, and Internet-based technology. 

He has performed evaluations of distance learning courses originating from the University of Illinois for the last eight years. Dr. Wadsworth conducts workshops and presentations regularly for University faculty interested in the latest research and development in distance learning technology. His primary research interest is the use of collaborative educational systems for distance learning and teaching.

He holds a B.Sc. in Physics and a M.S. Ed. in Physical Science from Eastern Illinois University and recently earned a Ph.D. in Education from the Department of Human Resource Education at the University of Illinois.

Mr. Eric Shi Ming WEI

Mr. Eric Shi Ming Wei is a New Media Architect at the Educational and Staff Development Department (ESDD) of Singapore Polytechnic (SP). He has been working with SP since 1990. He started with the Centre for Computer Based Learning (CCBL) and was involved in numerous projects including SP's first Digital Video Interactive (DVI) for Maritime Technology and Transportation (MTT) Department. He is Project Leader in many CD-ROM and Web-based learning projects including Macroeconomics, Math and Science Preparatory Assignments, Occupational Safety and Health (OSH) and also Interactive Multimedia Web-sites on Life Sciences with the Chemical Process and Biotechnology (CPB) Dept. He is currently researching and developing mobile & wireless e-learning modules for SP's School of Business Digital Media Course based on Macromedia Flash/Generator, ASP and MSSQL.

Mr. Wei trains Lecturers and Students in IT Staff Development Programmes and also teaches in the E-Commerce/Web Development module for the Advanced Diploma in Business Information Systems and Management Institute of Singapore (MIS). Other courses he conducts include Computer Music/Sound Design, Web Design/Animation using Macromedia's Flash Technology, Web site development using Macromedia's 3 in 1 (Fireworks/Flash/Dreamweaver) and Advanced web streaming presentation for Blackboard using Real Presenter Pro.

Mr. Wei holds a Bachelor of Science Degree (Hons.) in Information Technology and Sonic Arts (Double Major) from Middlesex University, London, U.K. with First Class Honours. Prof. Dr. Tim L. Wentling is Professor of Information Science in the Graduate School of Library and Information Science and Senior Research Scientist in the National Center for Supercomputing Applications at the University of Illinois at Urbana-Champaign. Dr. Wentling holds Master of Business Administration and Doctor of Philosophy degrees from the University of Illinois. Dr. Wentling has combined his education and business expertise to address relevant problems of education and training in the private sector as well as in the public sector and government. Prior to joining the University of Illinois faculty, Dr. Wentling was a professor at the University of Minnesota.

Professor Wentling has published over forty journal articles and eight books. His writing has focused on the improvement of training programs through systematic evaluation and curriculum design. He has also been heavily involved in the use of technology to deliver and improve training. Several of his most notable books are: Human Resource Development and Information Technology: Global Connections (2002), Teacher Preparation in Vocational Education (1996), Introduction to Microcomputer Technologies (1996), A Trainer's Guide to Curriculum Development (1993), Training Evaluation (1992), and Measuring Student Growth: Techniques and Procedures for Occupational Education (1988).

Dr. Wentling has been an active consultant, applying his skills to the improvement of education and training programs and management training. He has worked for a variety of companies and has led the design and implementation of many programs and evaluations. Recent clients include: Caterpillar, Inc., Unisys Corporation, Quaker Oats Company, General Motors, Continental Telephone Company, and Motorola. Professor Wentling has also applied his expertise to international settings serving for agencies such as Food and Agriculture Organization (FAO)/United Nations and the World Bank, working in: Italy, Vietnam, Malaysia, United Arab Emirates, Philippines, Indonesia, Thailand, Singapore, Nepal, Morocco, China, and other countries.

Prof. Dr. Dato' Sulaiman M. YASSIN

Prof. Dr. Dato' Sulaiman M. Yassin is Professor and Deputy Rector at the University College of Science and Technology, in Terengganu, Malaysia. For the past 20 years, he has held various technical, academic and managerial positions related to education, training and communication. He served as Deputy Vice Chancellor at Universiti Putra Malaysia (UPM) and at Universiti Malaysia Sabah (UMS), and as Director of the Centre for Extension and Continuing Education at UPM.

Prof. Yassin is a well-known extension education and communication scholar and training practitioner, serving for many national, regional and international agencies, including CIRDAP, FAO, IAEA, ILO, UNESCO, UNFPA and the World Council of Mosques. His assignments included, among others, extension and training consultancy missions in the Republic of Albania, China, the Maldives, Thailand, etc., a formulation mission for a regional agricultural extension project in Asia, and on a mission to evaluate a regional integrated pest management project in East Asia. He has also been involved in FAO, UNFPA and the World Council of Mosques sponsored projects on environment education, youth leadership and population education training materials development in various Asian countries. 

Currently, he is also a Trustee of the Poverty Eradication Foundation of Selangor State and Secretary General of the International Society for Improving Training Quality (isitQ). His most recent assignment before now is Coach for the World Bank Institute's 3rd Trainers' Workshop on Improving Training Quality (ITQ-3) through Peer Learning and Distance Mentoring. He has also been bestowed a distinguished award by His Royal Highness the Sultan of Selangor, currently the King of Malaysia, which carries a 'Datoship' title to his name.

Prof. Yassin's research interests are in development communication and community empowerment, environment education and training technologies, and materials development. He has been a Fulbright Scholar to the USA where he obtained his Masters in Communication Arts and Ph.D. degrees in Extension Education and Communication at Cornell University.
